Constitutional amendments

The Analyses of Proposed Constitutional Amendments is published before each election that has proposed amendments to the Texas Constitution on the ballot. The publication includes the text of the joint resolution, ballot language, background and analysis of the proposal, and arguments for and against passage of the measure. A condensed version, designed for easy incorporation into newsletters, is also available online.

The Amendments to the Texas Constitution Since 1876 is published after each election in which constitutional amendments are approved by voters. It provides basic information on all original sections of the constitution and all amendatory proposals, including subject content, dates and outcomes of amendment elections, and citations to the joint resolutions that contain amendment text.

The volumes listed below are available in PDF format, and the condensed version of the most recent analyses is available in Word format as well. Printed copies of the most recent analyses may be obtained from the council's document distribution section. Earlier volumes are available for viewing in the Legislative Reference Library.
