Date of Birth Bill - 

Similar to bill filed by Zaffirini for TPA in last session (SB 926). 

Makes Date of Birth available in correctional or prosecutorial records and in applications by candidates for elective offices.

Required Response Bill -

Same bill as Zaffirini filed for TPA last session (SB 927). It relates to governmental body's failure to respond to PIA request.

If there is no information, requestor must be notified within 10 days. If a request is subject to a previous determination that prevents release, requestor must be notified within 10 days and be given the specific previous determination.

Skeleton Crew Bill. This is an expanded version of the bill filed for TPA by Zaffirini last session (SB 925). Bill clarifies that Saturday, Sunday and holidays are the only days not considered Business Days. All others, including those where only a skeleton crew is present, are Business Days for purposes of the 10-business-day period to respond to public information requests.

Remote Meetings Bill.

Same bill as Zaffirini filed for TPA in last session (SB 924).

It requires public access by telephone and video when a majority of members attend an open meeting remotely

This provides an Internet option for public notices rather than newspaper. It is the same bill Bailes filed last session (HB 2500) but it did not get a hearing.

Same bill filed in 2021 (HB 1030) authorizing alternative media to satisfy public notice requirements.
The following forms of media are authorized:
(1) social media;
(2) free newspapers;
(3) school newspapers;
(4) a homeowners' association newsletter or magazine;
(5) utility bills;
(6) direct mailings; and
(7) any other form of media authorized by the comptroller.

Amended to apply to political subdivisions less than 75,000 that do not have a newspaper.

Under certain conditions a governmental body would not be able to impose a charge for providing public information

A governmental body subject to this section shall broadcast over the Internet live video and audio of each open meeting of the governmental body. The governmental body shall provide access to the broadcast on the governmental body's Internet website not later than the seventh day after the date an open meeting is broadcast. Note: Howard filed a similar bill in 2021 that was reported favorably from State Affairs (HB 327); Sen West filed matching bill (SB 341)
