J.H. (James Harvey) “Cyclone” Davis, born in South Carolina in 1853, was the sixth man to serve as president, filling out the unexpired term of T.J. Girardeau in 1886. Davis joined Texas Press Association in 1882.

His newspaper work covered a period of several years at the Mount Vernon Herald and Sulphur Springs. He was elected Franklin County judge in 1878. He served one term as a U.S. representative, from 1915-1917. Much of his life was spent advocating prohibition.

Davis lived out his life on his farm near Sulphur Springs. He died Jan. 31, 1940.
