New appointments, promotions and other staff changes at Texas newspapers.

Joe Southern
East Bernard Express
EAST BERNARD – Joe Southern, a veteran journalist who has worked for more than 10 daily and weekly newspapers over the past 34 years, is the new managing editor of the East Bernard Express.
A Texas resident since 2005 and resident of Rosenberg for 13 years, Southern grew up in Colorado and lived in Minnesota and North Carolina. He is a graduate of Adams State College in Colorado.
An avid outdoors and sports photographer, he is credentialed with the Texans, Astros, Skeeters and the Houston Sabercats rugby team. He covered the Astros’ 2019 World Series victory.
He is active in historic groups such as the Texas Army, a Texas Revolution re-enactment group; the Brazos Bend State Park Volunteer Organization; the Fort Bend County Historical Commission; and the Lone Ranger Fan Club.
His family includes his wife Sandy, a Houston native, and four children.

Dave Kapitan
The Terrell Tribune
TERRELL - Dave Kapitan is the new editor of The Terrell Tribune, after serving as interim editor since June.
He succeeds Hank Murphy, who accepted the editor’s position at the Greenville Herald-Banner.
A graduate of the University of North Texas at Denton, Kapitan has been covering local news and sports for the past 11 years in neighboring Van Zandt County.
